Do not block users without a very good reason. Users who exist solely to spam or vandalize articles should be blocked on the spot, but for silly things like signatures or personal matters such as flamewars, give them a chance so they can explain themselves before the block. Any administrator who blocks a user without giving them a chance will be stripped of their powers immediately.
